What are mortgage interest rates based on and how I can calculate what will my ARM rate when adjusted?

My last 5-1 ARM years and was adjusted to 6.25%. It will be set again this November. Is mortgage interest rates based on the federal funds rate? Or something else? How I can calculate what my new rate will be?

There are several indices that are used by mortgage holders to set a mortgage rate. some are linked to t tresury bills, some are linked to LIBOR. You will need to consult with the holder of the mortgage, (or just check his original mortgage contract) and find out what your mortgage rate is linked to, and what the "spread" is. (The spread is the additional% added the index).
